Dedupe Front Door Custom Domain IDs to Fix Prod Deploy 🔗¶

Fixes a terraform apply failure that broke event-service deployments to saif-production-corporate on 3.8.0. Event services always associate both the base and app-specific internal Front Door custom domains, but in production the two resolve to the same custom domain ID. The resulting for_each map in azurerm_cdn_frontdoor_custom_domain_association then contained a duplicate key, and Terraform rejected the plan with a "Duplicate object key" error.
The fix wraps fd_custom_domain_ids in distinct(...) so the list is deduplicated before it's used both as the frontdoor_route module's custom_domain_ids input and in the for_each map. No state migration is needed — the for_each map keys are unchanged (still the domain ID string), so environments where the base and app domains differ see no resource churn.
